of technical assistance to the task force. so, let me introduce peter cohen. >> thank you. thank you, jim. good afternoon, commissioners. i'm here in a whole different capacity. so, i'm enjoying this, and thank you for asking me, jim and others from the task force. i've been involved in many area plan processes in san francisco in many different roles and this was a particularly unique role for us because at the time my day job, how i actually help to pay the rent, we had a community planning program which -- in neighborhood asian design provide technical support and processes for research work in many parts of the city. western soma folks came to us and said, can you really provide kind of our main staffing to augment what paul lord at the planning department was able to do? and we had a small technical team and we thought this was great. so, we were essentially consultants to a planning process which put us in this very official role. but really because of the nature of the process, we were co-thinkers. it was a very different role and relationship than consultants typically have in planning.

's tied very closely to land use. as jim mentioned we didn't do what's happened in other neighborhood plans, which is do all the land use planning and try to figure out the transportation planning later. we needed these things integral and they needed to speak to each other. what you see here is these concepts for the purposes of these various streets is outlined here. so, there was kind of a street that runs this way, in yellow and green, that is 7th street to orient yourself. the other yellow and green street is folsom. there was a realization that the really the heart of downtown or downtown western soma, if you call it, is at the corner of seventh and folsom street. so, folsom is the main commercial artery for the neighborhood. and we felt like the main commercial artery, it should be transit oriented street should be a pedestrian oriented street and a possible cycling oriented street. just to its north. slightly to the left of this on this diagram is howard street. that's another street that we felt was an important neighborhood street. so, one way to think about the streets is r

many of our residents who have been involved in the process, in particular jim mico who has chaired that process over the last seven years for his tenacious commitment to this plan. it is a model process where community voices were combined with technical resources from planning staff and outside consultants to yield land use, zoning and design solutions based on community knowledge as well as empirical data and mapping. while there are still areas of the plan that need further discussion and refinement, as a whole we feel that the community plan is thoughtful, comprehensive, forward looking and is worthy of your support. two areas that our office is continued to working with the planning department on and community stakeholders is of course the issue of 11th street which i know that the commission has heard a lot about with our entertainment stakeholders and that is something that we continue to find alternative solutions to and that hopefully we will come to some kind of middle ground regarding that. the other is of course the overlap with the central corridor plan which will be c

it seems to be percolating up from below, really, at this point. so, thank you, jim, and everyone else in western some a. >> commissioner moore. >> i have a question for the director because i think commissioner sugaya is raising an interesting question. the comprehensiveness of the western soma plan is indicative of how you can do comprehensive planning with all elements activated. by japantown, the transportation part for me is not quite as visible, although it's a very strong transformative possibility in japantown. it has never been brought forward. so, my question for the director would be because he finds himself equally tied down with not all the resources he might need. what can one do to replicate something as comprehensive as this particular plan in other areas, such as japantown or someplace else? >> that's a very good question. it's not -- there obviously is a resource question. but also i think the -- what happened in western soma was that a lot of the work was in fact done by community volunteers and students, and is something that was quite impressive in terms of its sco

cary and the scenic designic, donna eastman, as well as the lighting designer jim ingles developed this idea of a turn table which would turn and allow the audience to see primary locations but see beyond that through the set secondary and tertiary types of scenes as opposed to being very boxy. so in the writing of the piece, all of this is taken into consideration while it was being developed, how we were going to stage it. over that period of 3 1/2 to 4 years, the piece got tighter, stronger, we worked with a variety of actors that came and went which in this particular case was very important because the material deals with people from a lot of different backgrounds and my own background is japanese american, there are two cake ters who are japanese american, three, rather, but there are african american characters, there's a russian jew by way of yokohama and i don't necessarily have those backgrounds. so in the workshop process, what it allows me to do to work with actors, particularly some of the african american characters, i can work with them to make sure the characters i
